Remodeling Activity Boosts Local Economies

Tell your husband “I’m not just trying to get rid of this 1950-era pink bathroom, I am helping the local economy!”…

Remodeling activity boost local economies and NAHB has the numbers to prove it. NAHB Senior Economist Elliot Eisenberg says on average, every $100 million spent on addition and alteration projects creates 690 full-time jobs (480 construction jobs, 110 wholesale and retail trade jobs and 70 jobs in business and professional services) and generates $36.7 million in local income and $3.2 million in local taxes. The “ripple effect” of all this economic activity adds even more to the positive impact. Remember, the ripple occurs because the local economy has increased by almost $40 million in taxes and local income ($36.7 million in local income and $3.2 million in local taxes) because of the additions and alterations that were performed. Once earned, this nearly $40 million gets spent, much of it in the local economy. And, in the process, this creates another 320 jobs — 70 in the wholesale and retail trade; 60 in local government; 30 in restaurants, bars and other eating establishments; 30 in healthcare, education and social services; and many other jobs in other sectors — not to mention $1.7 million more in taxes and another $17.5 million of local income.

Combined, the direct and ripple phases from that amount of additions and alterations would result in 1,010 jobs, $4.9 million in local taxes and $54.2 million in local income. Another way of putting it, says Elliot, is that every 10 jobs created doing building additions and alteration work leads to almost five more jobs through the ripple phase, and every $10 of tax revenue that’s initially generated creates another $5.40 due to ripple effects. Elliot also points out that, while additions and alterations always result in a temporary boost to the local economy, a permanent boost is also likely. That’s because, when additions and alterations result in a permanent addition to a structure, its taxable value rises and the flow of property taxes to all local governments improves.

Phased Remodeling

Residential remodels are no longer those once-in-a-lifetime projects that keep homeowners dreaming years on end before they ever pick up a hammer. Instead, many homeowners opt to do a series of remodels as their schedules, budgets and lifestyles evolve over time.

In fact, according to a recent Consumer Reports poll on home remodeling, 36% of homeowners who plan to remodel plan to do so in phases.

Serial remodels, or phased remodeling projects, can go over several months and even years. For example, homeowners might opt to start slow with a remodel to a powder room or closet and then tackle a larger project, such as the kitchen, master bath or home addition.

These phased remodeling projects are part of a larger trend in American consciousness, which Trendwatching calls “Foreverism.” It speaks to people’s desire to continue conversations, relationships and projects over time. Technology is driving people’s ability to find, follow, interact and collaborate forever with anyone and anything, and home improvement is just one of the areas benefiting from the trend.

Phasing a remodeling project has a number of benefits. For homeowners who can’t fund the entire project upfront, breaking elements of a major home remodel into stages can help extend costs over time and buy homeowners more time to save or find funding. Embarking on a series of smaller projects also keeps homeowners less stressed.

May is National Remodeling Month

Professional remodelers throughout Portland this month have plenty to celebrate as the National Association of Home Builders declares National Remodeling Month in May. Despite a slowdown in the national home building market for new construction, remodelers throughout most of the country – and particularly those in Portland – continue to thrive.

“A lot of homeowners have discovered the value of updating and upgrading their homes,” said Professional Remodelers Organization Chair Mitch Stanley, owner of Stanley Home Renovation & Design. “Everyone who owns a home knows that it is their most prized and personal space, and remodelers help people make the most of their space. From home theater rooms to a new dream kitchen to a full home makeover, professional remodelers are finding plenty of interested clients in the Portland Metropolitan area.”

The National Home Builders Association estimates that Americans spent $216 billion in home remodeling in 2008. Remodeling accounts for 2 percent of the US economy and 40 percent of all residential construction.

Last year in the Portland Metro area, more than $226 million was spent on residential remodels. And that is not just a lot of retiled kitchen floors – the average amount spent on a residential remodel in 2008 was $77,934 up 7 percent from 2007.

The top remodeling projects in order of popularity are: Kitchen remodeling, bathroom remodeling, room additions, and whole house remodeling. The

HBA’s Professional Remodelers Organization (PRO) is the leading professional organization for remodelers in the Portland Metro Area. Its members rely on the organization to help them expand their knowledge, learn of new trends, become aware of legislative changes before they happen and be on the forefront of the industry.

Remodelers may find a sunny side to slump

Joanne Maxwell, an event planner and senior executive assistant to Tektronix’s marketing vice president, spent the past two years contemplating a major remodel to her 1990s-era home. As stock market volatility hit a fever pitch and companies locally and across the country started shedding jobs, the Tigard resident was firming up plans to add 10 feet to the ground floor of her two-story house.

In January, contractors went to work on her new kitchen and family room. “Absolutely I had some reservations,” Maxwell said.

But the recession-driven decline in construction costs became an advantage to Maxwell. The new kitchen and family room will cost $100,000. A year ago, bids for the work came in at $200,000.

The shifting market conditions appear to be enticing homeowners in the Portland area to take a second look at remodeling projects, giving local remodeling companies hope that 2009 might not be as bad as they’d thought.

“Many of us think, while 2009 is a year to (just) hang on, … it’s going to be steady,” said Mitch Stanley, chairman of the Home Builders Association of Metropolitan Portland’s Remodelers Council.

Nationally, the outlook is bleak. Harvard University’s Joint Center for Housing Studies predicts home improvement spending will have declined 12.1 percent annually by this fall. The center’s study found that spending has dropped steadily since 2007, but noted signs that the trend line could be flattening out.

“While we may be nearing the bottom of the remodeling cycle, there is little to push spending back into a growth phase until the economy recovers,” wrote Kermit Baker, director of the Harvard center’s Remodeling Futures Program .

Stanley, owner of Stanley Home Renovation and Design Inc. in Oregon City, said business in 2008 was healthy until last fall, when the financial market started to crumble. Projects in the planning stages were shelved and customers stopped calling.

But Stanley said his business and others started getting calls in early January from people ready to start a project or who at least were asking questions about work. Stanley said the early trend appears to be for homeowners to take on more modest projects.

“Rather than the $100,000 dream kitchen, it’s being scaled back to $75,000,” he said.

The flip side of that is the customer’s dollar is going further. Stanley said the economy has driven down costs for supplies and labor.

Lane Cooper, a 19-year veteran in the remodeling business, said his sales leads remain steady, but he’s uncertain how many of those contacts will materialize into jobs. He projects revenue for his business could be down 10 percent to 20 percent this year.

Cooper’s business, COOPER Designbuilders in Portland, specializes in custom remodeling projects that typically cost $200,000 to $500,000. He said clients, who have seen their investments and home values diminish, aren’t going into projects with open checkbooks. That means Cooper is spending more time at the beginning of a project fine-tuning cost estimates.

Steve Stolze, of SLS Custom Homes Inc. in Tualatin, is optimistic that revenue this year will match 2008’s based on the fact that he has four jobs under way, including Maxwell’s. Steady work for Stolze means he’s continuously working four to six jobs.

Maxwell chose Stolze based on a friend’s recommendation and the work of Stolze’s crew. The expansion of her 2,220-square-foot home to 2,560 square feet means she’ll get a walk-in pantry and kitchen island among other improvements.

“People can sit and eat while I’m preparing things,” Maxwell said. “I’m so excited about that.”

Tips for remodelers
• Keep marketing.
• Stay in touch with past clients.
• Target neighborhoods where you’ve done work, talk to friends and hit the trade shows.

Tips for customers
• Get at least three bids.
• Ask for references and contact them.
• Visit a current job site if possible.
• Make sure the contractor is licensed and bonded.
• Check potential remodelers for credentials and membership in professional organizations. Two good resources: Remodelers Council Web site, homebuildersportland.org; and the Oregon Remodelers Association Web site, oregonremodelers.com.
